Core PPWR obligations take effect EU-wide. Brands must start adapting packaging design, procurement, and documentation.
Sales packaging must be reduced to "minimum necessary," and the Commission must publish the official empty-space formula: (Box − Product Volume) ÷ Box Volume × 100.
The 50% cap applies from 1 Jan 2030, or 36 months after methodology publication — whichever is later (realistically Feb 2031). Fines up to €200K (NL/DE) or €100K (FR) per violation.
